NTSC and Interlaced problem

Hi!! I'm from quebec and we have a lot of strange encoded DVD over here! All the Quebec film a encoded in a NTSC and interlaced kind. I've tried to encode it, but the final movie was skipping, like if some frame were erase during the encoding. Does anyone have the correct settings or an alternative way to encode NTSC and interlaced movie?
