PAL to NTSC?

Hello,I need some help.Ok I have a Mpeg1 movie that's in
PAL format.I want to change it to NTSC format.Is is possible to do this change through NANDUB or VIRTUALDUB?I use TMPGEnc plus to all my MPEG encoding,but I'am not sure if it will let me re-encode the MPEG in NTSC video format.If you could help me with this small problem it would be GREAT.Thanks for all your help and time.

tmpgenc should be able to convert pal -> nstc (but i just guessing), just change the resoultion to 352/240, frame rate to 29.97, and both aspectic ratio to 4:3 525 line (nstc); there could be more, but what the hell do i know.
