timebasecorrector or video stabilizer for old vhs

I did a search in this forum and the web, and couldnt really come up with a straight answer as to whether either a TBC or a Video Stabilizer would actually improve the quality of video captured. The video stabilizers ive seen are more for macrovision correction, and the tbc for vhs copying.

I currently have a dualy system with a dvstorm2 and im making digital copies of some older vhs, because they are old, the picture sometimes distorts and stuff, normal vhs stuff, but could a TBC or VS help fix that?

doesnt, according to http://www.dvt.com.au/enhancers/datavideo.html, a high level capture card do the same thing as a TBC though?

tbc doesn't alter the videosignal,it only
tries to correct sync signals
(horizontal and vertical ones...)
it can't "improve the quality",but if you make
flickering picture stable,or
you make rolling video not rolling then you may call
this improvement..in image stability....(hehe)
(actuall video signal is the same....ok,not exactly the same
probably quality will suffer from one extra a/d conversion
and subsequent d/a one that tbc does..only it is fitted with new sync
signals so that you have normal image)

if image distors,tbc should help...it's made for that purpose....
but probbaly wont help id teh signal is "Out of reach"....

http://www.avtoolbox.com/avt-8710.htm has a very good, and cheap ($180) TBC. Works like a champ, and makes capping analog tape much easier. Worth the money!
