Here's a first pass at an audio time scale utility. It will take an input WAV file and create an output WAV file with the duration specified, without changing the pitch of the audio. I'm sure this is not bug-free (see Readme), it's not super fast, and I'm still not convinced that it's completely free of audible artifacts, but I think many who are converting films from/to PAL to/from NTSC will want to give it a try to avoid the 4% pitch change.
Let me know what you think (but please be gentle, I only researched the web to find a decent algorithm to steal...err...borrow).
