Limitation on region changing

Is there any way i can bypass the limitation set on my DVD reader for changing region? how exactly does it work that this is saved within the DVD-ROM and cannot be altered even if i move the drive??

Ive also heard somehwere that PowerDVD will do the trick. is that true?
