can any 1 give me a step by step guide on how to convert mp3 vbr to cbr, with keeping the audio in sync with my original movie that has vbr audio

You can use Virtualdub to extract the VBR audio of your movie to a WAV-file. Then you can use that file to remux the audio to whatever your end format is.
