Up until a week ago I didn't even know you could have a secondary audio track on an SVCD. Is this possible to do with a VCD as well? And my main question: what would be the best way to convert a DivX file with multiple audio tracks into an SVCD with the same audio tracks? Thank you.

use vdub to extract both audio streams.
then use besweet to transcode them to mp2. (224 bitrate)
then use bbmpeg to mux the 2 audio streams with a video stream together. that should work i think.

To answer your not-main-question:
according to this (at dvdrhelp.com) (http://www.dvdrhelp.com/svcd), a vcd may have 2 audio streams if they are mono. But that's a thing I'd check with my standalone DVD player.
