Is there a way to convert elementary streams to primary ones?

Says it all in the subject title really. I want to convert an elementary stream into a program stream that has no audio.

Multiplex in TmpgEnc (I had to do this since DVD-A doesn't accept elementary streams) and you will get a program stream.
