How estimate Quantizer for DV file

Now I try remove block artefacts from DV movies (DV compression not loseless). I use BlindPP() function from Marc Mpeg2Dec3 plugin. One parameter Emulated Quantizer for DCT compression. Which value this parameter for DV movie and can this value estimate? Source handheld camera.

I would estimate quant 2 or 3 for good source material. quant 3-4 for worse material.
