how to make chapter?

How do u make chapter for dvd movie?
the original dvd movie has no chapter.

Is there any way to modify the chapter stops AFTER you have already authored a disc? I have the VIDEO_TS folder, but I want to change where the chapter stops are.

Any suggestions?

I don't have any knowledge on this subject, although I know that ifoedit is able to add a chapter.
