edit/reformat display/aspect ratio for VOBs

I have a foreign film DVD - the picture appears badly stretched from what should have been a widescreen one to fullsize.

Is there a way to edit the VOBs or IFOs to reformat to the widescreen version?

you can change the movie aspect ratio in the ifo file
depends on what it is now, and what it needs to be
it may be a bad encode?
