Unknown CCE error

Hi, for the first time today I got the following error in CCE 2.62: "CCE encoding failed:CBR VBV ovf frame#35868(00:19:55:20) I28496(2.5) max 18447.28(1.6)rel 10048.72 1.54 qsv 62.00->62.00" does anyone know what this means or how to correct it?

if you do a search for CBR VBV ovf frame, you come up with a few threads which look fairly helpful (but the forum is horribly slow right now).
