What rate Calculator?

Howdy all,

What rate calculator should I use if I want to figure out what bitrate to encode an MPG by the lenght of the video? I know it can vary depending on the content, is there anything to give me a rough estimate?

Example

1.5 hours should be 4.5 MBSec?
