I have ordered a Sony DRU500AX which hopefully will arrive at the end of this month and while I am waiting for it it, I have been trying to get an overview on what authoring programs are available and what their capabilities are. To me, it seems like a djungle with different programs only accepting PCM wav, etc.

I'd really appreciate if you guys, who already are in full swing creating DVDs, could help me out on what software to get.

The software I want must be able to author PAL DVDs with Mpa/Mp2 (Mpeg Audio Layer II) audio. It doesn't need to be able to encode Mpeg-2, I do that with TMPGEnc. I certainly don't want it to re-encode my files, nor video or audio. It doesn't matter if the software wants elementary streams, in other words, I can encode myself. :)
It doesn't have to be very fancy, I just want to be able to set come chapter points and have a simple menu of some sort. I am used to authoring SVCD with chapters and my own menus with VCDEasy, so a software of that complexity -or a bit higher- is perfect for me to begin with.

I have heard that only Ulead's software accepts Mpeg Audio and doesn't re-encode the audio to wav, is this true?

What authoring software accepts Mpeg layer II audio?
What authoring software accepts Mpeg layer II audio and AC3(Dolby Digital 2-channel stereo)?

What software do you defintely recommend against?

You know, there's a lot of programs which can author dvd's, but only a few whick make c o r r e c t dvd's. I mean that which can be read on all dvd set top players. These programs are:
Sonic Scenarist - 90% of commercial titles are made by it. Offers really unlimited possibilities. Ac3 sound mpeg layer II etc.
But...you'll have to learn how to use it. It's not so hard but it will take some time. If you want to make really perfect dvd's - it's for you.
Spruce up DVD Maestro. Similar program. Also supports mpegs, ac3's etc..

I don't know about format support of other programs, but you can check corresponding website.
