short VOBID in mutli-PGC title

I'm trying to re-auther Law & Order Episode 1, Disc 6. This is a 3 VTS title, and VTS 1 has 4 PGCS (each being an episode). Each PGC uses VOB ID 5 for the last second or so. (Each PGC also uses a vob id corresponding to its number, i.e., PGC 1 uses 1,5, PGC 2 uses 2, 5, etc.). I used the steps in Trilight's Uber Guide to drop the dummy scene in scenarist so I could replicate the structure of the original DVD. However, now that I've done that and compiled the scenarist project, IfoUpdate is complaining that the newly authored VTS_01 IFO has more chapeters (12 v 11) than the original. I confirmed this by double checking my scenarist project. However, I used ScenChap to import the chapters into scenarist, and I worry that just deleting the chapter before the dummy one (in order to have an identical number of chapters on the newly authored IFO v. the original IFO) will mess things up.

Other than this I've followed Doom9's scenarist guide to the letter (it took me 3 full go arounds), but I can't seem to crack this problem.
