Is AviSynth able to read the utterly horrible format of "Bink Video" (.bik) and if not, would it be possible for a new release of AviSynth to be able to read those?

If it's not an AVI it probably can't.
Do you have the specs for the format?

It's a proprietary format used in games.

Get the Bink tools from the RadGameTools site, and convert it with that. Its a free download.
If you want to use avisynth to filter it/etc you'll have to first save to an uncompressed or huffyuv compressed avi.

It's a commercial package, and the SDK is not publicly available:
The last distribution option is our Bink SDK. With the SDK, you have complete control over the entire Bink decompression process. The Bink SDK is licensed on a per-product or per-site basis.
So it's a no go.

Yes, the SDK for integrating Bink decompression and playback into your own products is a commercial product.
However, the standalone tools for creating and converting to/from the Bink and Smacker formats is free.

I've used the Bink and Smacker program before, and I came up with bad results. It may be because I'm ignorant to a lot of the settings it had on there, but either way it was really crappy. I was hoping that I could script it into AviSynth and then open it with VirtualDub to get better results, but since it's a commercial product I guess there's nothing anybody can do. :(
