CCE quality Setting

Hi people! Today I made some investigation about work CCE (I have version 2.62). I read in many forum at this site and at vcdhelp.com and other recomendations for quality parameter set very low between 5 to 15. Now I use DV source spatial soften by Avisynth plugin _2DClean without Temporal softing. Results is follow

I see this result on Advansed button. I make from PAL DV (720x576) PAL CVD (352x576) max 2500bps. We see local minima for min Q.factor at Quality 50. I try encode multipas with 3 pass at this setting and I satisfy with video quality. Why many recomend lower Quality parameter?

Today I made other measurement using BitrateViewer Tecoltd.
folowing result:

avg Q.level 1.69 1.60 1.45 1.32 1.20 1.12 1.06

We can see difference, I think CCE use absolute Q.level, but BitrateViewer divided by 8 (Quantization parameter at DC 00).
And we see same picture as in CCE advanced Q.level decrease (quality movie increase) with increase Quality parameter. Why many recomend lower Quality parameter? It only try solve problem tuning Quality parameter by quantative method without subjective speculations.
