I have a clip that i want to burn to DVD and the frame rate is 23.976. Ive tried to use ifoedit and it switches it to 29.97, is there any way i can convert it to 29.97.

You don't need to convert to 29 fps, cause there's only a flag in the header of m2v or vob file that tells the player how to interpret picture. Maybe you need restream - it can trick dvd authoring program. This program can change flags in the headers of m2v files.

Well, I wasn't going to answer this because it is so well known, and a search would have given you tons of answers. But I can see you might get led astray. You need to use pulldown.exe, available in the download section of doom9.org to set the pulldown flags throughout the m2v.
