Audio out of sync with both CCE and TMPG

I have captured a clip from VHS using Virtual VCR, using the Huffyuv codec at a resolution of 352*576, 25 fps. The sync is fine in the captured avi and I can encode it to divx with mp3 sound without losing sync. But when I try to encode it to MPEG2 in either CCE or TMPG the audio gets out of sync. I have tried to encode the audio to mp2 in both cce and tmpg and I’ve tried muxing the files in both tmpg and DVD Maestro. I've also tried to extract the audio from the source avi-file using virtual dub and then encode it to ac3 using SoftEncode. The audio is still out of sync. Not much but noticeable.

Any help would be appreciated
