try MyFlix, it's the best mpeg1 cutter there is (imho), i was cutting this chinese movie, which i just encoded, and i had to cut out about 1 1/2 minutes (10 scenes), just so i can overburn it in Nero; but the program is a demo.

the company that created MyFlix also created M2-Edit (Mpeg2 Edit), it's the same as MyFlix but it supports mpeg2; and it's also a demo.

MyFlix is not the best one. The same company has also M1-Edit and M2-Edit Pro. Unlike the name says, M2-Edit Pro can also edit mpeg-1 streams. In M2-Edit Pro, all cutting/merging can be done without re-encoding. Though it allows you to cut/resume at any frame in a clip or between clips(MyFlix can do this only at I-Frames and within a clip) this program dose not have the legendary "100% frame accuracy" - in 15% - 50% cases the editing positions have 1-3 crappy frames if you dont know the GOP structure of the clip.
So the best one is Cyberlink PowerDirector Pro 2.5, witch dose have the "100% frame accuracy" by re-encoding only the 2-3 neighbouring GOP of the cutting position. Demo is available.

like i said, "in MY honest opinion", notice "opinion" meaning what "I" think, not what everyone else thinks.
myflix can cut to the exact frame that i want, how can i be so sure? i ripped alot of anime HKDVD, the onese with those stupid email address in the subs, and i can get rid of those stupid email address when encoding vcds with subs in flask and make it look streamless.
i know i should use other programs, but my computer is only 500mhz and it takes 12hrs for a 100min movie, and i ain't going to leave it on overnight.

With M2-Edit Pro v4.0(v5.0 is worse) you can open valid VBR-MPEG2 stream and make (precise)cutting of it - only the seeking is very difficulty.
PowerDirector takes only seconds to encode the 2-3 GOP(1 sec. source video).
PowerDirector with VBR - not tested jet. Please test it and report the results.
