I have a collection of Mpeg1 files and I want to put them on a DVD-R without changing their name, is it possible to build an index so that my DVD player can find them and play them?

I guess you should first realize how dvd's are basically structured. All sources (video, audio, subtitles) are encoded into vob files which have a unique naming scheme, so the original names of the files are always lost.
So there is no possibility if you stay in DVD standards. Also I hope that the mpeg1 files are properly encoded - resolutions of 352x240 or 352x288, see more about that on http://www.dvdrhelp.com/dvd.

There are a few dvd players though that do not require this typical structure and will play normally stored mpeg files, likely it is not even required to stay in the resoltion-standards.
Check out if your dvd standalone player supports this and try it out if it does. Be warned though that very likely that dvd will not work on most other players then.
