MPEG1 to MPEG2

What's the easiest way to get MPEG1 (VCD) files re-encoded
into MPEG2 format? I want to do this because I have several
VCD files that I would like to put onto DVD.

you don't have to re-encode your vcd to mpeg2 format, try this http://www.dvdrhelp.com/vcddvdr.htm

Thanks for that it almost works. All goes well until
I play the DVD-VCD and I see that the audio slowly
goes out of sync through each VCD movie until the
very end (ie. a second before the credits) when it
suddnely jumps back into sync. What might be the cause
of this (I used Ulead Moviefactory to do everything from
the inputted NTSC MPEG file).
