Long and short filenames in VCDXBuild call

Examining the logs for program calls I noticed that the creation of disc images sometimes use a short pathname like PROGRA~1, but also long names like CD_Image_File_1.cue. Unfortunately, the .XML file also appears as XVCDBU~1.XML which possibly yields problems because it's really called XVCDBuild_file_1.XML (more or less). Is there a specific reason for using the short filename and is it possible to get the long filename from DVD2SVCD somewhere?
