What the?? DVD2SVCD created 848MB files!!

Maybe I did something wrong.. I ripped a DVD in my collection to practice.. it made two cue/bin file pairs. The bin file sizes are:

CD1: 844,986,576 bytes
CD2: 848,603,952 bytes

I don't get it. Under "Bitrate" tab, it's all set to 800 for CD size. Now I can't burn these. actually, CD1 burned OK. But Alcohol 120% refuses to burn CD2 unless I overburn.. which warns about possibly ruining my drive--no thanks. So I'll just reencode this. But how can I get DVD2SVCD to really limit the movies to 800MB each?
