The RobA method states this for choosing a max bitrate:

"The minimum bitrate should be 0, the maximum bitrate can be calculated as follows: 9800 - total audio bitrate. As an example if you have 1 2.0 kbit/s AC3 track (192kbit/s), 2 5.1 kbit/s AC3 tracks (384kbit/s each) you'd get to a max bitrate of 9800 - 192 - 2*384 = 8840 kbit/s. If you're wondering what bitrate a certain audio track has you can use a software DVD player."

Is this totally correct? Wouldn't you just subtract the audio track with the LARGEST bitrate from the 9800? (ie. 9800 - 384)

After all.. only one audio track is being played at once...

Only _one_ stream is used by your player. But all streams have to be present! The same with subtitles... Regardless if you display them (one of them) or not - they have to be present in the stream.

OK - the decoder in your player only deals with _one_ audio at a time. But all streams have to read from the DVD and then be demuxed before the player can extract the desired streams.
IMHO the 9800 boundary is set merely for the restrictions of the DVD-Rom-Device inside your player.

FYI:

DVD 1x == 1.38MBytes/sec (or something like that)

10MBit == ~1.25MBytes/sec

i think with all the overheads and such put in, the max bitrate of a DVD works out at 11.08Mbit/s, which works out at roughly 1.385MBytes/sec.

so basically Steff is correct, except that *Real* Standalone DVD Players dont have a 'DVD-ROM' drive in it, the cheaper ones acutally have a normal ATAPI drive inside, but the expensive(r) ones don't.
