Xvid 2 VCD ok, Xvid 2 SVCD out of sync

I have been trying for weeks to convert an Xvid to SVCD. I haven't been able to get the sound in sync after following every guide I can find. The sync gradually gets worse. I have used guides to change the length of the audio but still doesn't work. I've tried AVI2SVCD and TMPEGENC with no luck. To my horror I just tried encoding to VCD with TMPEGENC and the sync is spot on! It's a nice LOTR2 DVD rip that really needs to be on SVCDs. Can anyone help?

1st use VDub to get a decoded wave file
2nd in TMPG choose a correct project profile (NTSC? Pulldown? cheched the "dont change... to get sync"?)
3rd get sync and be happy ;)
