How to delay by 12 sec an OGG soundtrack

I have ripped and codec a movie with dvd2avi. Both sound tracks have been coded in OGG then I have deleted the AC3 files. English is perfect but french soundtrack starts after the first banner. Having OggMuxed audios/video/chapters and Subtitles, I discover that french sound starts 12sec before english. English is correct, french is wrong.
I tried to add the delay in OggMux 0.9.4 but the soundtrack delay and quality parameters are greyed and not editable zones.
I tried virtualdubmod with two external sound tracks but no success (and the chapters and subtitles are not taken into the resulting OGM).
French file lasts 163'35", english is 163'47 long.
I would like to modify the OGG sound file to insert a 12 sec preamble delay.
I though to Musicutter (http://musicutter.host.sk/ ) that apparently can join two ogg media but I don't know how ?
Do you know a program to do that ?

My problem is still not solved. I tried BeSweet V06 b69 which is able to convert from Ogg to Ogg. I tried the OTA (overall track adjustment) option to insert the 12000msec delay. But the resulting file contains a large chunk of blank bytes for 1% of the file in front of the usual OGGS file header. The file cannot be played with WinAmp. I think its a bug of the new OGG-OGG besweet conversion possibility. or I have not understood OTA...
Does any body have an idea to delay the start point of the french OGG track by 12 sec ?

Have you tried Koepi's new oggmux? It should be able to add delay, he has added it in the latest release 0.9.4.2, I think that this should do the job. Another program you might want to try to add delay is virtualdubmod. Hope this helps.

Yes its good but the range is limited to -10000 to +10000
No chance for me.

The limit was added by me, not by Suiryc or anone else. For usual encoding, more than 10 seconds off is way too much for being a reasonable encoding.

If you'd try that functionality of OggMux (thanks again Suiryc for the brilliant code!) you'd notice that OggMux creates a new file: <original name>-<delay>ms.ogg.
If you'd _modify_ the soundtrack entry to use that file, you could easily add another 2000 ms of delay.

I will dig around the explanation you gave ! (but right know, I have a memory leakage and crashes due to growing swap file: I have downloaded so many new Dlls, that this will be difficult for me to diagnose).

Koepi, I have still a little service to ask to you:
Since 0.8 a Split optionhas been developed and refined in version 0.9.4 It slices the subtitles too, but not the chapter tracks that become unusable on part 2 and above. And the algorythm has not been revised since that version.

So I have to use the excellent OGMcutter V1.0a1
Would it be possible in a next version to implement the same default behavior for chapters as in OGMcutter ?

These are a large number of sites offering covers and subtitle files but no chapters files. The combination of OGM format and BS-Player allow us to step to a given chapter, as extracted and exported to OGG syntax with ChapterXtractor 0.962, augmented on my own taste with the original chapter's titles found inside the jackets of the DVDs.
It seems not necessary to me to implement a langage selection for different chapters files as it was evidently for the subtitles.
But a regret is that until now I have not found any library of Chapters on the web to give the final touch at my OGM movies !
