Fill up the whole cd when making svcd

I read both the SVCD Q&A and the Quick Guide but still could not figure out how to set the bitrate so that when I make a SVCD, it would fill up both cd's to the maximum capacity. The first cd is ~800mb but the second is only around ~500mb. How do I set it so that it would fill both cd's up to it's maximum capacity (800mb for both)? I left the bitrate settings as is, only thing i have changed is the cd size (which i set to 80min). thanks for any input.

use cce..either cbr or 3 pass or more....don't use 1 pass vbr
