As far as I kno, such a miracle tool does not exist.
The best I can think of for this purpose is DoitFastforyou.
I don't really see the need to have more than this.
You just have to create your Maestro or Scenarist project, and import the assets, since DoitFast4U gives you all the files you need.
(I'm not considering any reencoding of the video here, otherwise you'll have to go through a long CCE session too).
(And I'm not considering multi angles/multi PGC stuff either, for which a full "reverse compile" is a nice dream ;))
But, hey, everything is possible so, maybe one day...

checked out Sonic OpenDVD which appears to be a scheme for including the project file in the rom area of the disc.
I cant see hollywood or anyone else doing this just to please me
reverse compile should be possible - just that no one appears to have addressed the challenge

Soon ReAuthorist will be public, which will be a tool to be used with DoItFast4U to put everything back together for you automatically using Scenarist.

Eyes, you must be kidding ?
Damn, now I will leave for one week holiday. I'm sure you will take this opportunity to make the program available while I'm not here, mean as you are :p
This is grrrrrreat news :D

Hehe well the coder of this particular app is Aquabubble, and he has given us a tentative release time of two weeks, so you should be safe! Have a great trip.
