It will not "decode" WM9. But it can be used to post-process all codecs.

so the sharpening tools in the post-processing part such as asharp, msharp can be used to sharpen soft pictures in a wm9 encoded video or any other codecs?

Yes, because you can set it to handle "raw video", and then it will handle the output of any ds filter.
