Need program, codec to play SVCD on Windows NT4, that doesn't need admin rights to install it, freeware prefered.

Sounds like you are stuck with NT4 at work, and they actually want you to *do* stuff (TEH HORROR!) rather than watch things from kaz^W^W^Wlegally obtained material ;)

Try the freeware sthsvcd.exe (http://planetenumerique.free.fr/Download/sthsvcd.exe) - it is basic, but functional & doesn't need admin rights for installation.

You can use "VLC media player" its freeware(OpenSource)
