There is no Windows Media forum so I just try my luck here.

http://www.panzerdragoon.de/transfer/normal_subtitle.png
This is the video I have problems with:
http://www.panzerdragoon.de/transfer/export_14_3.wmv
The video is encoded with the Windows Media Encoder 7.01.00.3055 from the Microsoft website, Video is Windows Media 8, Audio is Windows Media 9, total bitrate is 2500kbps. The video is 640x432 pixels, with the action taking place in the middle 640x352, the extra space is for subtitles, antialiased white text on black.
It starts with a little logos, then comes the first sequence with subtitles. They look fine, just what I expect at such a bitrate. Then follow some fast game scenes without subtitles and then comes the second story part where I need the subtitles again.
When the subtitles appear, they look a little distorted, then the complete version suddenly pops up. The distortion used to be more obvious, but I changed the font to see if it helps. This behaviour continues with the other subtitles appearing. Exports to MPEG1 or DIVX5 didn't show this quirk. It's obviously a bitrate distribution problem, but how can I fix it?
