is debugview correct?

well i did an encode and got the following debugview output:

as you can see some frames seem to get scaled absolutely wrong.iframes are scaled like bframes and bframes get the size of iframes. or is debugview's report wrong as for bframe quantisizer?

i'd like to hear your opinions...
