sorry to ask.. but what is this? ive searched this forum for topics about it.. but none..
isnt it a counter that appears on the screen while watching a movie?

The timecode setting lets you specify the timecode your encoded stream will start at.
For example, setting it to 00:00:00:00 will write this value into the mpeg header as the starting timecode for your movie.
It appears CCE defaults to a start timecode of 01:00:00:00, which seems to be some kind of common setting in the movie industry (ripping movie streams directly from a DVD will also exhibit a 00:59:59:xx timecode).
Sometimes this can cause problems later on when authoring with Maestro or Scenarist, particularly when you want to import chapters (timecode of the first chpater will not match this 01:00:00:00 value and you must add the corresponding offset at chapter extraction time). It also causes trouble when importing subtitles, for the same reasons.
Do a search on "import chapters" and "import subtitles" in the search engine and have a look at the threads dealing with Maestro and SCenarist to learn more about this and the workarounds.

This is a DVD-DVD issue and not needed for making SVCD's. If you are doing DVD to DVD conversions most people say to reset the timecode to all 0's. Some say this isn't needed. However I live by the Doom9 guides and they all say reset this to all 0's for DVD conversions.
Everything that waldok said is correct.
Also search timecode as well.
