Is it possible to rebuild an ifo file from vob files and insert a new chapter structure? Also can you split a vob file to m2v and ac3 without re-encoding, if so this would solve the first question.

As for your first question, I believe the answer is "no". I think I saw jdobbs once mention that it would screw things up if you tried to add things. AFAIK, an IFO can only have data replaced and not added.
As for your second question, of course! We do it all the time. You can extract the video and get an m2v file and extract the audio to get an AC3 file by using DVD Decrypter. Select "IFO mode", then click on the "Stream Processing" tab, then for each you want a file for, select the "Demux" option at the bottom. From there on, you can do whatever you want with the two files.

Thanks m8, this has solved my small problem, plus your maestro guide was pretty cool too. I don't know how I missed it before, I was probably looking too hard.
