mp2 format and how to cut them ???

one of my friends captures the tv programm and stores it as .mp2 format. i don't know what this format is. he wants to cut the program and wants to remove the commercial brakes ect. but we havn't found a tool to do that yet.
my question is: exists a tool to cut .mp2 files without convert them and where does he get the tool ? it doesn't needs to be freeware, it could be a commercial tool but a shareware would be good to test that.
