DVX 3.0 RC9 says I don't have MSCOREE.DLL so like what am I doing wrong?

I am new to using the DVX program so I downloaded DVX30RC9 but when I try to run it I get the following error:

Error Starting Program
A required .DLL file, MSCOREE.DLL, was not found.

I am using Win98 SE on a 650Mhz P3 with 256MB Ram and a built in Intel 82810 Graphics Controller

Thanks for any help I couldn't find much info on this program other than it was mentioned in the thread about DivX 5.03

I think you need the .Net Framework to run DVX
the missing file you're looking for (MSCOREE.DLL) is included in the Net framwork and Net SDK
