Strange question. The programs mentioned are not encoders, they are tools that use encoders. For example DVD2SVCD can use CCE as well as TMPGEnc as encoder.
I vote that Canopus Procoder is the best mpg encoder.

TMPGEnc all the way.
I've been using TMPGEnc for a while, after hearing about how "good" CCE was I decided to try it out and to my dismay CCE will not work on pc's that have a processor of 450MHZ. I figured that out after wasting a week. Decided to go back to TMPGEnc, which is very very flexible, gives a very good quality, cheap, very user friendly, even though a little slow BUT overall I would give it a 9 out of 10 because of the slowness. Anyone got any suggestions or comments ?
Yes I agree. TMPGEnc is #1!! It's flexible and produces good quality MPG.

i use all that dvd2svcd suport.
now i'm testing the prediction with canopus!(alone is fantastic)
one encoder for one case, another for other case.
i test one chapter and see what's better result
for some resolutions and/or time of film duration!
