I have read in so many posts lots of people having troubles with sub and it seems that when it is progressively out of sync during the movie it is a dropframe problem

I am reauthoring mainly PAL DVDs and I am having this problem
the subs are not progressively out of sync but completely out of sync.

So I was wondering if the dropframe option while reencoding was only applicable for NTSC movie or for both PAL and NTSC ?

ps: I use scenarist to reauthor and subrip to rip the sub from the whole VTS set for a movie which has 6 PGCs (PGC1 being the movie)
