Removing 3:2 pulldown without recompression (DVX100)

I'm using a Panasonic DVX100 DV camera. It records 24p to standard DV tape using either standard 3:2 pulldown, or by simply duplicating every 5th frame (24p advanced mode).

I'm wondering, is there any software out there now that will be able to take my captured AVI files (shot in 24p advanced mode), go through and remove every 5th frame, change the frame rate from 29.97 fps to 23.976 fps and resave it WITHOUT recompressing it? I know the following piece of software will do it:

However, its $95 for a simple app, so I wanted to make sure there were not any free alternatives before I spent any money on it. It doesn't seem like that complicated of a task, but perhaps it is...

For the pulldown flags use pulldown.exe (available at doom9's download section).

What I don't know yet is how to remove every 5th frame without recompression. If you want to compress to another format, you could use AviSynth though (e.g. SelectEvery command, or Telecide/Decimate from the Decomb package).

I'm not sure, but premiere might have a function that will take out every 5th frame and convert the framerate. I KNOW that final cut pro has this function (which was made specifically for this camera and for future 24p miniDV cams). premiere, I'm not sure, there may be a plugin.

apparently, a program called "cinema tools" can do the job (without recompressing I believe). not sure how useful that is for us PC users though (think its only for mac). the decomb way should work, its just that you would have to recompress (wouldn't you?), which sucks.
