Is there a solution to encoding forced subs when using DVD2SCVD?
I can either have ALL subs or none at all......but not the "forced" ones as occurss in alien language segments of Star Wars episodes...

The Alien Subs are alwas a separate subtitle stream. You'll have to find out which stream it is in subtitle selection. Encode them as permanent subs.

Forced subs are not always a separate stream. They can also be in a normal stream, just with a "forced" flag.
I work on a translation of a german guide, which explains the merge of forced subs in DVD2SVCD with VobSub.

In the case were there is not a seperate stream for forced subs (i.e., they are simply flagged as forced in the normal english sub stream), then then is no option currently in DVD2SVCD to create a SVCD with only forced subs, either permanent or otherwise.
I found the German page which describes the progress of merging forced subs in DVD2SVCD with VobSub, but was unable to find the english translation version, but even so was able to summize what needed done. The process was simple, but did require extra work, as follows:
1) Run vobsub to extract the subtitle stream of interest.
2) Manually edit the extracted stream descriptor file to select only forced subs.
3) Run DVD2SVCD without subtitles, and set a "Edit avisythn..." option on Frameserver tab.
4) Edit avisythn file to load the vobsub dll, and add command line to add subs.
5) then continue on as normal.
THIS IS ALL FINE AND WELL, but if you don't remember, or don't know that there are forced subtitles, then you will likely just run DVD2SVCD without doing this. SO, I suggest an option in DVD2SVCD to only extract forced subs which could then be either SVCD, CVD, or Permanent subs. Perhaps this could be an option on the Subtitles tab, which if checked would:
1) Scan selected subtitle stream for forced subs.
2) If any are found, generate substitles using them.
3) If not, skip any further subtitle generation/processing.

This is new to me......can u give some detail as to which file this is and the teps for editing...perhaps an example?
