only mpeg2 editing

hi
i want to use mpeg2 files as a source file and
change only bitrate or resolution example but
i cant find the program.I dont like convert
mpeg to avi before work with it ,besides avi
file take a lot of disk space.Tmpge and CCE
dont support mpeg2 as source?

TMPEGEnc does support MPEG2 as a source file but only if you have the right DirectShow filters to decode it. Theres a list of officialy support MPEG2 decoder fiters on their site. Also re-encoding files reduces their quality.
