Nero will only write image, won't burn dvd

I'm backing up Goldmember, I followed the whole process (encoding and all, it plays fine on powerdvd) and I put my VIDEO_TS and AUDIO_TS folders into Nero using the DVD-Rom UDF 1.02 format. When I hit Burn, and then Write, all it will write is a nero image of the disk. After the image was created, I went back to Nero and hit File - burn image. Then I hit write, and it started to write another image file. This has got to be some simple mistake I'm making. what's wrong?

Click on Recorder at top of Nero. Select "Choose Recorder". You most likely have it set to image recorder. Your DVD drive should be recognized. Select that.
