movie skips after ifo author

I find that after I cce my video stream and reauthor using IFOEDIT 9.5 the movie plays in powerdvd but is jerky in my settop player. I use cbr and set to about 4.5 mbps or so. Whatever fits on the disk. I am ntsc. the audio plays ok but a little out of sync in both types of player. The video seems to pause and then resume with the audio and is
constantly pausing and resuming with a constant rythem and continues for the whole movie.
