hey folks... after getting my film onto my computer is there anyway that I can transfer this film after being edited etc. into nandub or tmpg so I can regulate the size of it. Cuz when I get my video editing program to do it it makes the file so small and the quality not as good and for some videos I'd love to have it as big as possible but with most editing programs you really don't have a choice. Like I'd want to put a video onto SVCD or VCD as big as possible but it makes it so tiny that it's not worth it. Like when I get the video from my camera it's like 2GB and then after the editing program is done with it it makes it into like 150mb and it's not even that great of quality... for any particular video I would like it to be as close to 700mb as possible yet I haven't figured it out so if anyone knows how I can do this it would be greatly appreciated...

What program are you using for editing? You should be able to output your video to another DV file (lossless, just stores your editing footage in an .avi). Then you can use an external encoder (TMPG or VirtualDub) to encode the way you would any other video. If you're using Premiere or Ulead, there are programs that allow you to export directly from your editing program into an AviSynth frameserver, which you can load into VirtualDub and then encode (get those from www.videotools.net).

I'm using Vegas Video 3.0 are you saying that I can just save it as if I were to just put it back onto my Camera and that .avi file should just import right into TMPG or whichever because Virtual doesn't like the DV format when I take it right from my camera .avi file and try to put it into Virtual.

You need a VfW codec installed. Depending on whether your DV is type-1 or type-2 you may need to process the audio separately. If you fail to load the video in VirtualDub, use AviSynth with a small script which load the video through DirectShowSource.
