I'm looking for a way to convert a NTSC dvd-5 to PAL; there's no need to re-encode the mpeg stream, just i've found no info on how to modify something that may add the 96 pixel difference between ntsc dvd (720x480) and pal dvd (720x576).
Any clue, or do i need to re-encode it in any case?

You could search the whole forum up and down, but you won't find a way to do, what you want to do.
There isn't only a difference in dvd resolution between NTSC and PAL, but more important in FRAMERATE! NTSC has a framerate of 29,97 pictures/second, PAL has 25 pictures!
Forget about the conversion you want to make! You'll have to re-encode the video, which will take a very long time, and the result will look like crap until you have re-encoding equipment for 1000 dollars and above! I tried that with some clips, but the result was, the the original NTSC clips didn't play fluently on PAL anymore. There will be a short stop every 1-2 seconds. Not as anoying as it sounds, but after all it doesn't play fluently.

It is possible
here is a very very rough guide to how i convert DVD 9 to PAL
first rip dvd to hd with dvd decrypter and save chapters in dvd maestro format
load files into dvd2avi
save project to get an .d2v video file.
select demux for the audio to get the .ac3 audio file
load the .d2v file into tmpeg
load the pal dvd template
select video only option
Change the bitrate to constant and use about 4200 bitrate
encode the video (takes a long time) 7 hours on my machine approx
you will then end up with a .m2v video file
start dvd maestro
import the .m2v file
import the .ac3 file
import the chapter file you created with dvd decryptor
compile the dvd
Voila - a folder with all the new dvd files ready to burn
This is a very rough idea
