You might want to try Doom9's SVCD->DVD guide (http://www.doom9.org/mpg/svcd2dvdr.htm).

----

As far as I know, PAL DVD video streams are all 720x576, which is 1.25:1, and the DAR will describe one of two display aspect ratios: 4:3 or 16:9.

In the same way, PAL SVCDs are all 480x576 (0.83:1) with a DAR of 4:3.

so,if you watch the DVD on a 4:3 TV set,the picture is 'resized' to e.g.720x540 to keep the aspect ratio?if so,is it a good idea to resize my DVB captures to AR of 4:3 for viewing on a monitor?

No, there are no Pixels on a CRT-TV. ;)
MPEG-Videos don't have square Pixels. So the correct resolution of the Video is 704x576, which is nearly perfect 4:3. The DVD-Format (720x576)is working with 16 Pixels of Overscan.

In addition to 720x576 a PAL DVD (following DVD standards) can have following resolutions: 704x576, 352x576 (mpeg-2) and 352x288 (mpeg-1). But some DVD-players may be able to play non-standard resolutions on DVD like SVCD-DVD but there is no guarantee that it will work. DVD-lab is a good authoring software to use whwn creating non-standard DVD discs with SVCD or DVB resolutions (no need for dvd-patcher with dvd-lab).
