AC3 cutting tool ?

I am not total novice here but I am not able to find a way to cut AC3 stream at certain time.
I believe, with BeSweet commandline I can do that but how ?
Is there a frontend available supporting this function ?

Can you change the ms where wbias will cut the audio file? Since I want to cut precisely at a given moment, where milliseconds does have importance.

I'm also trying to cut up Ac3 (including 5.1) without decompression, with a user-friendly program that will play the file so you can tell where to set edit points. Is WBIAS the only freeware that will do this?
I installed Winamp, and tried loading both 2ch and 5.1 ac3 into WBIAS, but it doesnt accept them. Worked with an mp3. Will it accept 5.1 ac3?

A MIDI file isn't even audio, it's musical notes. Does this stuff even exist anymore?
