I've yet to make an attempt but one would suppose since its Windows media you can decode it to an AVI and wav file with graph edit then to an mpg with TMPGenc or CCE (Cinema Craft Encoder)

I've tried and succeeded in decoding wmv9 to mpeg-2 using tmpg.

I'm pretty sure I could read WM9 using DirectShowSource in Avisynth to Vdub about a month ago.

No audio in DirectShowSource though.

You can transcode wmv9 to rv9 with helix producer, including audio, but I am guessing that's not what you want, since .rm files are admittedly not very edit-friendly.
