I've been looking around for a while but without success, what program should I use to convert 48 000 to 44 100 hz or the other way around?

There are many.
I would suggest Besweet (http://www.doom9.org/Soft21/Audio/BeSweetv1.4.zip) and SSRC. (http://www.doom9.org/Soft21/Audio/ssrc-1.29.zip)

All I see is WAV->WAV. I need MP3 (44 100)->MP3 (48 000).

if you't need super high resampling quality, just use RazorLame.

Otherwise, decode to WAV, resample the WAV to the desired sampling rate using wavelab or whatever you feel comfortable with, then reencode again to MP3.

Note that reencoding will cause quality loss, no matter what bitrate you take. So you may consider taking 224kbps or higher so you can't hear the quality loss.

Anyway, I don't see the point in resampling if your target is MP3 again, seems quite senseless to me (I'm closing an eye about hardware issues for people who want to exploit that :p)

The thing is (I'm editing a DV Movie) and the DV Captured video is 48 000 hz. When you mix this with the music and other sound effects in 44 100 hz MP3 either the 48 000 hz DV video sounds bad (if you have your project settings on 44 100 hz) and vice versa.

Maybe there's some easy way to convert the 48 000 dv video down to 44 100 hz?
